State and local government (SLG) leaders have been on the path to IT modernization for more than a decade. First appearance on NASCIO State CIO’s Top Ten Priorities list in 2010, IT modernization has been ranked among the top three priorities every year since. For some organizations, the pandemic has served as a catalyst for cloud adoption and consumption-as-a-service models. For others, it halted legacy migrations in favor of more immediate mission needs.
As we begin to look at the pandemic in the rearview mirror, however, SLG executives across the country are looking to further accelerate modernization to overcome some fundamental challenges in legacy technologies and systems, including security vulnerabilities (52%), high operations and maintenance costs (42%), difficulty integrating with new technologies (42%) and data integrity issues (37%), according to news to research from MeriTalk.
Leaders today are looking for technology solutions that properly equip their organizations for the future by upgrading legacy systems, prioritizing modernization, and encouraging collaboration.
Prioritize the greatest risk
From ransomware attacks on school systems and hospitals to threats to critical infrastructure and government agencies, legacy systems not only hold back SLGs, but actively compromise data security and citizen services. Eighty-three percent of SLG IT decision makers say keeping legacy applications makes them more vulnerable to cyber threats. And nearly half (47%) have seen a modernization project fail in the last 12 months due to legacy systems, wasting taxpayer dollars.
With 96% of IT decision makers believing critical infrastructure is at risk from legacy systems, how long before these outages lead to disaster?
SLG leaders must act now, starting with the systems that pose the greatest risk. As agencies look to invest in systems that put data protection first, no two agencies are the same. The key is determining the most customized data protection system to achieve specific goals and outcomes.
Celebrate innovation and initiative
Despite the clear benefits of modernization, more than one in three SLG organizations (36%) say their management operates with an “if it ain’t broke, don’t fix it” approach to legacy systems. Not surprisingly, these organizations are much more likely to have experienced a failed modernization project in the past 12 months.
